EVENT SECURITY UPDATE
The ISA has taken two actions to further promote a safe and fun surfing competition for athletes and officials:
1. The ISA Technical Committee amended the ISA Rulebook, page 26, item 5d “Unsporting Paddling Tactics Must Be Penalized.” This new rule was sent to you on December 23, 2010 ("New ISA Event Judging Policies: Effective January 1, 2011"). The amended rulebook will be available soon on the ISA website and will be in print at the event. The new rule will be discussed at the Team Managers Meeting.
2. The ISA is directing the Event Organizer in Peru, Latin Pro, and their Security Chief in developing a professional Security Plan. A Security Consultant with global major surf contest experience is advising the ISA. The WJSC Security Plan will be available to all NGBs for review by April 1. The Security Plan will also be addressed during the Team Managers Meeting. The ISA assures all member NGBs that safety is the ISA's number one concern. Also, the Peruvian Federation, FENTA, has assured the ISA that measures are being taken on their end to ensure that all surfers and officials will be respected and treated as members of the worldwide surfing community.
EVENT SITE INFORMATION
Peru is an exciting destination with 28 million residents known for their friendliness, charm and love of surfing. Almost one third of the residents reside in and around the capital city of Lima. Surfing heritage runs deep in its cultural history as archeological records have indicated that locals have been riding the waves on the surfboard shaped “caballitos de totora” or “reed boats” as far back as 1,000 B.C.!
Lima is the capital and principal hub for the 2011 Quiksilver ISA World Junior Surfing Championship. You will most likely arrive at Jorge Chavez International Airport only 10 kilometers from the city center.
There are many opportunities for good surf, good food and good fun in and around Lima. If you’re willing to travel a bit further you can even visit Machu Picchu, one of the Seven Wonders of the World only a 1.5 hour flight away from Lima.
Spanish is the main language spoken in Peru. The official currency is the Nuevo Sol. As of January 19th, 2011 the exchange rate is USD$1.00 to $2.77 Peruvian Soles.
The surfing will take place at “Senoritas y Caballeros” in Punta Hermosa, approximately 40 minutes, or 42 kilometers from Lima. For this reason we recommend communication with the Organizer to secure lodging.
Punta Hermosa is a tried and true wave for the ISA and has been the venue for other ISA World Championships. Both waves break from one to three meters over a rock bottom. Señoritas is a long, fun left with plenty of power that barrels on its best days. Caballeros is a well-known classic right of Lima, with super long rides that on the best days can last up to 300 meters .
WEATHER FORECAST
The contest will take place during the Peruvian autumn, so you can expect everything from cold days to warm and sunny days when the temperature can reach 24° Celsius or 75° Fahrenheit. At night and in the early morning the temperature can get as low as 17° Celsius or 62° Fahrenheit.
SURF FORECAST
The world championship has been scheduled in May to take advantage of the consistent south swells with wave faces averaging 1 to 3 meters and water temps between 12° and 16° degrees Celsius or 53° to 60° degrees Fahrenheit. This may be a bit colder than what you are accustomed to and we therefore recommend you bring either a 3/2 millimeter suit if you are accustomed to colder water or a 4/3 millimeter suit if you surf mainly tropical beaches.

GROUND TRANSPORTATION
The distance between Jorge Chavez International Airport and the contest venue in Punta Hermosa is 50 kilometers and can take between one and one and a half hours depending on traffic. The average cost by taxi is between USD$50 to USD$70. The Organizer recommends only using a certified taxi from the airport.

TEAM SIZE
Final Registration:
Team confirmation, payment, seeded competitor lists and all documentation must be finalized with the ISA by May 20th, 2011 to participate in the 2011 Quiksilver ISA World Junior Surfing Championship.
Team size is as follows:
- 4 Under 18 Boys
- 4 Under 18 Girls
- 4 Under 16 Boys
- Alternates, Team Officials and Team Supporters at the discretion of team management

The current rate for registration is USD$175 per registrant. This rate is only available for all registration payments and documents received by the ISA prior to the close of registration. See the complete Registration Fee schedule below.

The ISA's policy is to collect registration fees for all those officially associated with each team, as well as those who desire to obtain any of the registration benefits. This includes all coaches, medical staff, translators, media, family members and friends who want VIP credentials.
REGISTRATION FEE SCHEDULE
* Teams will pay USD$175 per registrant if fees are received by end of day on May 10th, 2011.
* Teams will pay USD$200 per registrant if fees are received between May 11th and 19th, 2011.
* Teams will pay USD$225 per registrant if fees are received onsite at event on May 20th, 2011. (US$ and credit cards only; no checks)
The ISA will only accept USD$ during Team Registration and throughout the duration of the contest. Please bring correct payment in USD$.
Items to note:
- Registration fees will be charged to each team member, managers, coaches, translators, medical staff, media, supporters and additional parties.
- All registrants must sign an Indemnity Form provided by the ISA.
- A surfer competing in more than one division is required to pay a Registration Fee for each division entered.
- Alternates must be identified and paid for prior to close of registration to be eligible for participation in the contest.
OUTSTANDING BALANCES
A nation will not be allowed to compete if it has any outstanding dues payable to the ISA. Contact ISA Operations Coordinator, Anne Tuite at annetuite@isasurf.org to verify outstanding account balances.
REGISTRATION REQUIREMENTS
Registration will take place during the day on the 18th, 19th and 20th of May, 2011. Please review the ISA's registration requirements.
- Complete list of names of all participants. For security purposes, the ISA must receive the names and contact information of all athletes, coaches, managers, trainers, family and friends. Athletes must be listed in seeded order.
- Travel & Accommodation Information, including arrival and departure dates & times and lodging.
- Passports - All athletes' nationality and ages must be confirmed. Actual passport and clear copies of passports must be provided at time of registration.
- Athlete Bios to be used for media purposes.
- Therapeutic Use Exemption forms. These forms may be submitted via email or fax to the ISA HQ in advance of contest.
- Indemnity form for each registered team member AND ALL REGISTERED PARTICIPANTS.
For Competitors Under 18yrs of age: FORM MUST BE COMPLETED AND SIGNED BY THE PARENT OR LEGAL GUARDIAN. IF A LEGAL GUARDIAN IS APPOINTED, EACH ATHLETE MUST HAVE A LETTER SIGNED BY A PARENT, SPECIFICALLY NOTING WHO THE APPOINTED GUARDIAN IS. - Code of Conduct - forms must be completed and signed.

- Sand – 1.5 liters of dry sand from the beaches of your country for the Sands of the World Ceremony. Label the sand container with country and beach name.

GENERAL INFORMATION
Representation
The ISA will ONLY accept a valid passport from the country the athlete is representing as proof of nationality for participation in World Championship events. The only exception is for National Identification cards issued by the National Government of the team country, that clearly shows "Nationality or Citizenship". Note: Such a card showing place of birth but not Nationality or Citizenship of the athlete, will not be accepted, as place of birth does not provide automatic citizenship in many countries. The ISA will not accept any other form of government documentation supporting a passport or eligibility of passport to verify nationality. This policy will be implemented immediately and has been updated in the ISA rulebook.
Once a competitor has surfed for a country in any ISA event, he/she generally may not surf for another country at future ISA sanctioned International Events. If an athlete is allowed to represent a second nation based on the conditions set forth in Paragraph b of By-Laws to rule outlined below, he/she may not change back to representing his/her original country. Special exemptions may be considered, however, after presentation to the Executive Committee at least three (3) months prior to the start of any ISA sanctioned event. Requests for exemption will only be considered if received in writing through the affiliated NGB to the Executive Committee via the ISA office, with certified copies of all relevant documentation (passport, letters from/to National Sports Organizations or Home Affairs Offices, etc) accompanying the representation. *Please see the ISA rulebook for By-Laws.
Drug Testing
Drug Testing will follow the World Anti-Doping Agency (WADA) guidelines and will be conducted on or around the final day of competition. All finalists plus three (3) random tests will be conducted. To check on the updated list of banned substances, go to the WADA website www.wada-ama.org.
Passports & Visas
Please check with your travel agent or your Foreign Affairs Department for requirements. You can also get additional visa information by visiting www.peru.info. Visitors must provide evidence of return or onward travel in the form if an itinerary or air ticket.

Travel Insurance
Travel insurance is recommended as private hospital care, major emergency or emergency treatment (car accident, etc) can be very expensive without insurance.
Travel Sicknesses
Diarrhea caused by contaminated food or water is very common in Peru, and is potentially serious. If suffering from persistent symptoms, seek medical attention. Local tap water in Peru is not considered potable. Only bottled or treated (disinfected) water should be used for drinking. Fruits and vegetables should be washed and/or disinfected with care, and meats and fish should be thoroughly cooked. Eggs, meat, unpasteurized cheese, and seafood are common sources of the bacteria that can cause travelers' diarrhea, and they should be properly prepared or avoided.
